Can you repair the powder coated sides of a pontoon boat?

I am looking to purchase a 2005 20' fish Bentley pontoon boat. Boat looks great except the sides which I thought were aluminum are actually powder coated and they appear to be blistering. Kinda looks like rust underneath the stickers but it's not rust. Someone told me they had a warranty issue with those boats regarding the powder coating. Can the sides be sanded down and either re-powder coated or painted? Is this something that can be repaired and if so approximately how much would it cost?

Paint warranty/guarantees are notoriously difficult to claim as there is almost always a get out clause for the manufacturer (they usually claim that the atmospheric conditions during application weren't correct).

Powder-coating can be quite tricky to get right. I think the best result would be achieved by sanding back to aluminium, applying a two-pack epoxy primer followed by a two-pack polyurethane topcoat. This system can provide up to 10 years between repainting.

Cost would be around £10 per litre for the primer and £14 per litre for topcoat. Typical coverage of 8-10 square meters per litre.
